What is this?
Ten points to anyone that can tell me (Answers in the comments, please!) what this is for.
It’s attached to the exterior wall of a restaurant in the Shropshire countryside.
The photo is orientated correctly.
My best guess so far is that it’s for tethering helium balloons. I said it’s my best guess—not a good guess.
